Update For Drainage: on Fairfax Street and Burton Street September 12, 2023

Dear Residents,

We hope this message finds you well. We wanted to provide you with an update on some upcoming work in the area around Fairfax Street  and  Burton Street  that will affect our community in the coming days.   Work will begin in these areas starting September 13th, 2023

In the interest of maintaining proper drainage and ensuring the flow of water throughout the town, we have identified a need for some ditch work and culvert corrections. This work is primarily focused on cleaning out ditches and directing drainage in the correct direction.

You may also notice work happening in the alleyways to help align culverts with the cleanout efforts. For a few homes, we are planning to install swales in front of their properties to ensure proper drainage. While we will do our best to minimize disruption, please be aware that if you receive a letter your driveway or parking area may be affected.

Other areas will require culvert cleanout and the ditch elevation adjusted.

We understand that this may raise questions or concerns, and we encourage you to reach out to our office at 306-352-8694 if you have any inquiries or require further information.

We greatly appreciate your patience, understanding, and cooperation as we work to enhance our community’s infrastructure. We will continue addressing different areas throughout the week and the beginning of next week. Please note that there will be no work on Saturday, September 16th, due to the Harvest Glow Down event. SEPTEMBER 6th, 2023 Drainage Project Update

Dear Grand Coulee Residents,

We’re excited to provide you with an update on the drainage remediation project happening in our town. First, a big shout-out to N 40 for their fantastic work. They’ve been working diligently, and we’re happy to report that they’re ahead of schedule by about two days. Thank you for your hard work!

We understand that your yards are essential to you, and we’ve been working hard to ensure minimal disruption while improving water flow in our town. Today, on September 6th, I had the opportunity to walk through some streets in town with the contractor and our foreman to discuss our plans for several streets, including

  • Blair Street,
  • Railway Avenue,
  • Assiniboia Avenue, and
  • Broadway Street.

Starting this week .

Here’s what you can expect moving forward:

  1. Driveway Letters: If your driveway is going to be affected, you will receive a letter. In these areas, most affected driveways will have swales installed. Swales help direct water flow while safeguarding our roads and homes.
  2. Unaffected Driveways: Even if you haven’t received a letter about your driveway, drainage run excavation and clearing around existing culverts may still happen to ensure proper elevation and water flow. The contractor will remove dirt or rocks if necessary. Landscaping rocks will be replaced if possible, and we’re evaluating whether to replace grass or use a different material.

Reminder of the reasons  behind these efforts are twofold:

  1. Water Flow: We want to improve the flow of water out of town to prevent flooding and water damage.
  2. Road Maintenance: We’re preparing for road work in 2024. To ensure the longevity of our roads, we must prevent drainage issues from undermining the road’s base and surface.

August 30, 2023     UPDATE DRainage 

To all the valued residents of the Grand Coulee community,

We wanted to provide you with an update regarding the ongoing drainage construction project that’s underway in
• Centennial Drive,
• Maple Avenue,
• Park St,
• English Bay, and
Wilfred Street. I just returned from a walk through these streets with our contracted professionals, and we’d like to share some insights on the project’s progress.
Upon inspection, it has been determined that about 50% of the ditches will require elevation adjustments, and a few culverts will need to be modified for optimal drainage. We are working closely with our contractors to ensure that these changes are carried out effectively and efficiently.
For those of you whose driveways have culverts that need adjusting, we will be reaching out to you directly if we haven’t already spoken. Our aim is to minimize any inconvenience and address any concerns you might have during this process.
As part of the work being done to improve drainage, we will be removing rocks from the ditches. This involves excavation to enhance water flow, followed by the repositioning of rocks if it proves beneficial for drainage. We understand the importance of maintaining effective drainage systems to prevent any potential issues in the future.
In the spirit of collaborative community efforts, we kindly request that all residents contribute to the upkeep of their culverts. To ensure smooth water flow, we ask that you refrain from placing rocks in front of the culverts. This small but significant step will go a long way in maintaining the overall effectiveness of our drainage system.

Greetings! As we work together to address our drainage needs, we want to ensure that our garbage and recycling services continue seamlessly. In collaboration with Loraas, our waste management partner, we have a plan in place to maintain these essential services during the upcoming weeks of work.
To facilitate this process, we kindly request your cooperation. If your side of the road is undergoing drainage work, we ask that you take the following steps:
 
Label Your Cans: Please clearly write your name on your garbage and recycling cans. This will help us ensure that the right cans are returned to the correct addresses.
Placement Across the Street: Place your labeled garbage and recycling cans on the opposite side of the street from where the construction work is taking place. This will allow for unobstructed access for the waste collection team.
 
By labeling your cans with your name, we can ensure that the serial numbers correspond to the proper addresses, preventing any confusion during the waste collection process. Your cooperation will play a significant role in maintaining the smooth flow of services as we work together to enhance our drainage system.

We’re excited to bring you important news regarding the upcoming Drainage Repair Project, a vital step towards fortifying our town’s infrastructure. We understand that the project might cause some disruptions, and we truly appreciate your cooperation as we work together to enhance the resilience and efficiency of Grand Coulee.

To note: Town easement area as well as Driveways and culverts that lie in the town easement will be affected. Some culverts will be replaced.
Project Overview:
– Starting Date: AUGUST 30TH
– Phases
Centennial Drive to Railway Ave: The project kicks off here,
– Timeline: Anticipated to take 5-6 days. August 30 – September 5/6
– Expectations: You might notice construction crews working on these roads as we begin the repairs. Please be patient as we aim to minimize disruptions. there may be temporary changes to traffic flow. We appreciate your understanding as we improve the drainage system.
– Both Sides of Centennial Drive: Start on one side move to the other side East will be first
Maple Avenue and Park Street: Once Centennial Drive is addressed, we will move on to Maple Avenue and Park Street.
– Timeline: Estimated to take 3 days. September 6-9

Parking Details:
– Temporary Vehicle Relocation: To facilitate construction, we kindly request that you temporarily relocate your vehicles from both streets and driveways.
– Designated Parking:
– You’ll have access to memorial parking areas for temporary vehicle placement.
– Consideration: While we understand this may create some inconvenience, it greatly aids the construction team’s efforts and allows us to complete the work more quickly.
Preparing for Construction:
– Relocating Items: If you have items such as rocks, trees, bushes, or structures within the town easement, please make arrangements to have them relocated before August 30th. This preparatory step significantly contributes to the project’s efficiency and success.

Commencing from the week of August 30th, you will observe the mobilization of equipment on the east side of our town. The purpose? To undertake significant improvements to our drainage ditches – a vital component of our community’s functionality and safety.

As guardians of our town’s upkeep, we understand that the forthcoming modifications to the town easements at the front of your properties may raise questions. The town easements, extending along the frontage of every property, are designated for effective drainage and potential road maintenance. These planned enhancements might involve adjustments to the landscape and potential replacements or adjustments of culverts in your driveways.

In an effort to keep you well-informed, we are committed to providing updates through multiple platforms. Look out for notifications on our official Facebook page, informative posters strategically placed throughout the town, on our dedicated website, and within the town office’s bulletin board. Acknowledging the fluid nature of this project, we recognize the importance of ensuring that you are apprised of the specific timeline when your street will undergo construction.

During this period, we have designated Memorial & Meadow and the vicinity of Saskatchewan Drive for parking purposes. ROAD WORK BEGINS JUNE 13th 

Work will start on the East side and move west.

 

Dear Grand Coulee Ratepayers,

We are thrilled to share some great news with you. Starting June 13th, the much-awaited road construction project in Grand Coulee will commence. Our primary focus will be on re-crowning the roads and rectifying low spots, ensuring smoother and safer drives for everyone. This is a multi-phase endeavor aimed at addressing both the roads and drainage systems, with the initial phase concentrating on road improvements.

As we move forward, the timeline for subsequent steps of road construction and drainage correction is not yet confirmed. We will keep you updated through newsletters, Facebook, and our websites. Please stay tuned for any announcements or changes.

The tentative schedule for the road repairs is as follows: on Tuesday, June 13th, work will begin on Centennial Drive, Railway Avenue, Assiniboia Avenue, and Maple Avenue. Once these areas are completed, we will proceed from east to west throughout the town to work on other roads.

If you notice construction activities or preparations taking place on your street, we kindly request that you remove your vehicles from the roadway. To accommodate you during this time, the town has designated parking areas at Memorial Park and Meadow Park.

We sincerely appreciate your patience as we address the long-awaited road repairs this spring. Your understanding is invaluable as we strive to make the best use of the available budget to tackle numerous issues related to the roads and drainage systems. Rest assured, we are actively exploring options to address all these concerns and will present them to the town for further discussion in the near future.

The Town Council and Administration of the Town of Grand Coulee have undertaken an internal review process and welcome feedback and input from the residents of our community regarding the services and management provided by the Town Council and staff. Your responses and opinions are very important! They will assist Council to understand the community’s opinion about the services provided in Grand Coulee; the performance of the Council, Administration & Maintenance; what issues are important to residents; and, how satisfied residents are with the way the town is functioning.

The rink park will be closed weekdays until 6:30 p.m.  Saturday and Sunday’s will be open.

RINK HOURS UPDATE!!!
Effective immediately the new hours for the rink shack and washrooms are as follows: Monday to Friday 9:00 a.m. to 9:00 p.m., Saturday and Sunday 9:00 a.m. to 10:00 p.m. If you have any questions or concerns regarding the rink please call or email the office.

Rural Break and Enters – Detachments in the Regina area

In the last few weeks there has been an increase in break and enters in the White Butte, Southey, Milestone, Lumsden and Moose Jaw Detachment.  These break and enters have occurred at all times of the day, with 8-9 am and 10 pm to 12 am being the most common times for ones in rural areas and the overnight hours in the towns and villages. 

In response to the increase in break and enters a task force has been created with the affected detachments and the Regina Police Service.  Extra patrols (both day and night) have been implemented to patrol the areas and stop vehicles in the area in order to bolster our presence.  Coordination with Regina Police will help identify target vehicles and information can be shared between both agencies in the event target vehicles are located.

I would ask that if ratepayers see anything suspicious, experience a break and enter, and/or have any video/security camera footage of suspicious activity to report it to the White Butte RCMP or their police of jurisdiction as soon as possible.  I would further direct ratepayers to NOT engage with these people and to call police from a safe distance.  The call takers will ask for a vehicle description and other information such as how many people did they see, clothing description and license plate information.

At December 13, 2022  Regular Meeting the proposed 9-2022 Water Rate Bylaw will be given second and third readings.

  • Changes proposed are to Section 3. a), b), & C 
  • Amended Infrastructure fee and Base rate in Schedule D 
  • And the removal of the Monthly Sewer Debt Fee

About Us

Grand Coulee is a bedroom community located approximately 10 minutes west of Regina.  Due to its proximity to the City, Grand Coulee has become an ideal residential haven.  Grand Coulee prides itself in being extremely community orientated and “small town” friendly.

Grand Coulee has an elementary school, Stewart Nicks, that goes from K-8.  For more information on high school options please contact the Prairie Valley School Division.  As well, Grand Coulee is now offering Pre-School for children between the ages of 3-5.  In addition to the school, Grand Coulee also has its own United Church, which runs regular Sunday services.

The Recreation Board has taken a very active role in the community.  Their mission is to “provide a broad spectrum of sports, recreation and cultural activities for all people of Grand Coulee and surrounding area”.  They are constantly organizing events that involve the entire community and bring a sense of pride with it.
